OCD, UBE Express ink MOA to strengthen emergency comms

To strengthen collaboration with the private sector in disaster risk reduction and management (DRRM), the Office of Civil Defense (OCD) has signed a memorandum of agreement (MOA) with UBE Express Inc. The MOA aims to utilize UBE Express’s Rapid Radio Support Vehicle (RRSV) to enhance the emergency communications capabilities of the Emergency Operations Center (EOC) and Incident Command Post during disaster response operations. The signing ceremony took place today, November 14, 2023, at Cargohaus, NAIA Complex, Paranaque City.

Under the terms of the MOA, UBE Express Inc. will provide the OCD with access to its RRSV, which is equipped with a wide range of communication tools and staffed by personnel trained in operating the emergency communications vehicle. The RRSV features integrated communication capabilities that enable interoperability across various radio frequencies used by emergency responders (UHF, VHF, HF), as well as mobile and satellite communications.

During the event, Undersecretary Ariel Nepomuceno, the Civil Defense Administrator, expressed gratitude to UBE Express for its support to the government and emphasized the significance of collaboration in advancing Disaster Risk Reduction and Management (DRRM) in the country.

“We view partnership as a crucial mechanism for achieving our objectives and goals in the field of Disaster Risk Reduction and Management (DRRM). We firmly believe that strategic actions require a harmonized and collective effort between the government and other stakeholders, particularly the private sector,” stated Usec. Nepomuceno.

“The act of collaborating in Disaster Risk Reduction and Management (DRRM) yields numerous beneficial outcomes, enhancing effectiveness, facilitating the emergence and adoption of new approaches and strategies, and reinforcing established effective ones. Therefore, today’s signing of the Memorandum of Agreement (MOA) with UBE Express holds significant importance for us. We extend our heartfelt gratitude to the entire team of UBE Express, led by Commissioner Alberto Lina, for their kind gesture of supporting the government.” he added.

Ube Express Founding Chairman Alberto Lina reiterated their unwavering support for the mission of the Office of Civil Defense (OCD), stating that their group of companies is always prepared to provide assistance.
